Strategic Planning Accompaniment program

The development of a strategic plan is meant to be both a process of mobilization and continuous improvement of the activities, services and performance of the organization and the council of elected officials or board of directors. Essentially, strategic planning must create organizational clarity on the following key questions:

  1. Why do we exist? (mission)
  2. How do we behave? (organizational values)
  3. What do we need to do to actualize our vision? (strategic orientations)
  4. What goals will we realize in our strategic orientations? (priority actions)
  5. Who will do what? (roles, responsibilities, action plans, and organizational alignment)
  6. How will we measure our progress to know that we have reached our goals? (indicators)
  7. How will we communicate our progress? (accountability)

Developing a strategic plan includes the following steps:

  1. Preliminary planning: Creation of the planning team, work plan and collaborative framework

    1. Deciding the members of the planning team
    2. Reviewing and validating the proposed workplan and timeline
    3. Identify roles and responsibilities of team members
    4. Agree on a schedule for all steps in the creation of a strategic plan
  2. Consultation: Establishing the current state of the organization

    1. Collecting the necessary facts and data
      1. Review strategic planning documents
      2. Gather and analyze pertinent information that will give the planning team a greater sense of the state of their organization ( i.e. financial statements, previous results, satisfaction survey results, etc.)
      3. Written summary of results to date
    2. Consultation with organization stakeholders
      1. Council of commissioners or elected officials and the Directorate (executive teams)
      2. Administrators and principals or directors of services
      3. Session with target groups
    3. Electronic survey of various employee groups and stakeholders
      1. Drafting and validation of the survey with the planning team (internal and / or external recipients to be determined)
      2. Online creation and test group trials
      3. Deployment of survey to target groups
      4. Analysis of results
    4. Written summary of survey results
  3. Strategic visioning: Development of key components of the strategic plan

    1. Work session with the governance and senior management team
      1. Present results of the summaries- state of the organization and survey results
      2. Review the mission of the organization
      3. Draft a mobilizing vision statement for the targeted period
      4. Develop the main strategic orientations
    2. Work session with the senior management team
      1. Review the organization’s values and expected behaviours of all personnel
      2. Develop an action plan for each orientation using the SMART model
      3. Identify key performance indicators
      4. Decide the roles and responsibilities of each person for effective implementation of the plan
    3. Drafting and validating the draft strategic plan
      1. Draft the plan
      2. Validate the plan with the president of the governance team and the Director General
      3. Presenting the strategic plan to the governance team for review and approval or adoption
  4. Alignment of action with new strategic plan

    1. Internal operational plans to match with the action priorities of the new strategic plan
    2. Governance team practices to match the strategic plan
    3. Development of an accountability framework at the Board level
    4. Drafting of the internal and external communication plan and relevant communication tools (i.e computer graphics, promotional tools and message standards)
  5. Execution of the strategic plan: Implementation and monitoring (this is done by the client – an accompaniment is available with Discitus)

    1. Launching the strategic plan and mobilizing teams for implementation
    2. Operationalizing the plan
    3. Creating a tool for monitoring the indicators of the strategic plan
    4. Adapting supervisory tools and meetings by senior management and the elected officials or Board of Directors to the new strategic plan
  6. Annual review with the governance team for accountability and rendering of results

    1. Adjusting operational approach for the upcoming year based on results
